West was hired by the Grizz in April 2002, so he was in charge during the draft. Many teams wished they had selected Stoudemire instead, but what can you do? West selected a seasoned college player in Drew Gooden.

Teams may have been scared off by Stoudemire's troubled family situation. His father died when he was 12, his mother was in and out of prison, and he attended six different high schools.

And that was in that period before LeBron, but far enough past the KG/Kobe/TMac successes that high schoolers like Kwame and Chandler has started to scare teams off again a bit.
"To me, the most amazing thing about it is you're out there competing hard, and these guys are hardly breaking a sweat because they're so comfortable running their offense." -- Joakim Noah on the Lakers

There are other factors such as not having good workouts, or perhaps skipped workouts. And there's no guarantee Amare would have had the same success with another team or system. But even those with the keenest of eyes misjudge. Warren Buffett had made his mistakes or missed his share of boats.
